The following explain the entries on the Monthly Statement of Collections form.
Date of Receipt: Date payment actually received by the child support agency.
Date of Collection: Month to which a support collection applies. The Date of Collection may be earlier than the Date of Receipt (for more information on this, see Effective date of payment).
Welfare: If you received public assistance, the distributions will show how much support was paid to the family and to the county under the heading, WELFARE.
Disregard Paid to the family: Disregard payments come from current support only. Whether a payment is current support is decided by the Date of Collection. The family is entitled to only the first $50 of support collected for the current month. This $50 limit applies even if current support is collected from more than one paying parent or for more than one child. This money is called a "disregard" because it is not counted against the family's CalWORKs grant. If no child support is received in a month there will be no "disregard" payment for that month.
Pass-on Payments: Effective, April 2000, pass-ons are no longer issued. However, there is still a possibility that pass-on could be issued for payments made prior to April 2000. If it is determined current support was collected that was more than your CalWORKs grant, you will be paid a "pass-on" of the extra support. Pass-on payments must be reported on your public assistance income report.
Excess: Excess is past due support that is paid to the family after all public assistance has been repaid. Excess payments must be reported on your public assistance income report.
Non-welfare: If the family did not receive public assistance during any month the child support agency collected support, the distributions will show payments for current support or arrears (past due support) under the heading NONWELFARE.
NOTE: If the family has been on and off CalWORKs, there may be distribution amounts under both WELFARE and NONWELFARE.
